Regarding #715:
- It was discussed that the cardinalities of epo:refersToProcedure, and epo:refersToLot predicates of epo:Notice should be relaxed to [0..1].
- RefersToProcedure was renamed to concernsToProcedure at the Notice subclasses level and the subproperty relationships were removed.
