2. GitHub status

ESPD-EDM team informed about good news: the backlog is completely cleaned-up, there are no open tickets.

Three tickets have been closed since the last meeting:

All issues are part of incoming v4.1.0 release, the solutions are incorporated in new data model. Particularly, #427 will be discussed as separated point in Open discussion: relied upon entity.
3. ESPD-EDM v4.1.0

The new release v4.1.0 was presented as a central part of the meeting. The list of the model changes was reviewed with details:

SUBCRITERION simplification is similar to LEGISLATION in ESPD-EDM.

For the Economic Operator the National Legislation text will be displayed.

Links to evidence models – if available in eCertis.

As an example, was presented the UI Mockup with EG Participation in a criminal organisation in Slovenian National Legislation and EU legislation extracted from eCertis.

Part IV Selection Criteria (C: Technical and professional ability) the relied upon entities was added in: “For works contracts: performance of works of the specified type”, “For supply contracts: performance of deliveries of the specified type.” and “For service contracts: performance of services of the specified type.”

Evidence block will be promoted at top level so that the Economic Operator can provide the link to the electronic evidence.
4. Business Rules – new approach

ESPD-EDM team presented the ongoing work on Business Rules.

Aligning with eForms Business Rules style.
-
Identifying common code lists from EU Vocabulary.
-
Defining Business Groups and Business Terms.
-
Identifying Fields and their UBL mapping.
-
Defining Business Rules.
-

ESPD-EDM specific rules:

ESPD Document structure.

Mapping of Criteria to ESPD Document structure.

OUC is invited to get involved in Business Rules creation and improvement.
5. Open discussion: relied upon entity

Part IV Selection Criteria and the relied upon entity.
-
Should each Selection Criterion contain the part where the relied upon entity can be specified?
-

In ESPD-EDM v4.1.0 some Selection Criteria have the block for specifying the information about relied upon entities.
-
Future versions of ESPD-EDM (v5.x.x) will systematically contain the block for relied upon entities in Selection Criteria.

Conclusions:
-
“Relied upon” element will be added in all criteria in a future release.
-
The 2nd question (yes/no element) to be removed from the block.

6. Next steps

V4.1.0 release will be available for October 2025 with all announced changes included: moving Evidence block at top level for all Criteria; Subcriterion simplification; ESPD-EDM documentation.

GitHub restructuring repositories to align with eForms and ePO.

Business Rules: align with eForms.
7. Next meetings & AOB

The Annual Seminar will be part again of Tenders Electronic Daily event (TED Together) on 27th-28th November 2025, with other Unit’s projects: eForms, eSenders, eProcurement Ontology and others. More information about TED events can be found in event calendar.

The next OUC meeting is planned for Q1 2026.

During an open and dynamic discussion at the end of the meeting, OUC colleagues were interested in a new approach to Business Rules. ESPD-EDM team explained the new approach in more detail.
