Old definition

Condition that aims to reduce the environmental impacts of the procurement, fulfil social objectives and/or buy an innovative work, supply or service.

Additional Information: The conditions must be achieved via either technical specifications, selection criteria, award criteria and contract terms.

New definition

Public procurement that contributes to achieving pressing policy goals.

Additional Information: Specific strategic goals could be, for example, environmental protection, innovation, job creation and the development of small and medium enterprises.

Approach whereby public authorities seek to procure goods, services and works with a reduced environmental impact throughout their life cycle when compared to goods, services and works with the same primary function that would otherwise be procured.
